Requirements for Sending Mail
Bulk Mail
- USC Departments may take advantage of Bulk Mail Postage
Rates for mailings larger than 200 pieces
USPS MAIL
- Must be less than one quarter inch thick to qualify for
letter or flat rates.
- Keys and other protruding items must be sent in a bubble
mailer (may be subject to a surcharge).
- Envelopes must be either flapped or sealed
- Special Service mail must be prepared in advance and must be
sealed
- Campus Mail (student and departmental), international mail,
and domestic mail must be separated and rubber banded
- For international mail country of destination must be
written out in English
- Customs declarations are required for international , APO,
and FPO Mail. 1lb up to 4lbs - Customs Form 2976 (small green
form)
- Greater than 4lbs - Customs Form 2976A (white form)
- Postal Authorization Forms Must be attached to mail. Also
have current Account/Fund Number, and Authorizing signature.
- Mail to be metered is required to have an official
University return address.
- UNIVERSITY POSTAL SERVICE IS ONLY
AUTHORIZED TO METER OFFICIAL UNIVERSITY MAIL FOR CHARGE BACK TO
DEPARTMENTAL ACCOUNTS. MAIL THAT DOES NOT MEET THIS CRITERIA
WILL BE RETURNED TO THE SENDER.

Campus Mail
- Campus mail must be separated from the outbound mail
- Any student mail sent through campus mail must be sealed or
tucked and placed in box number order
- Addressee, department name, and building must be written or
typed clearly on inter-campus envelop to ensure proper delivery
of campus mail.
UPS
- Postal Authorizations must specify UPS Service and insured
amount (if applicable).
- Name and address of recipient must be written on the parcel.
- UPS does not deliver to P. O. Boxes

USC SHUTTLE MAIL
Thomas Cooper Library houses the facilities for the USC Campus
Shuttle Service, which transports newly processed library
materials, interlibrary loan materials, films, and campus mail
to the USC campuses each week.
